SKILLS CERTIFICATION
 
CERTIFIED MARINE SUPERVISOR SCHEME
 
Introduction
 
The CMS scheme was launched in 1998 to encourage the upgrading of supervisors and accord recognition to outstanding supervisors. To qualify, the supervisors must fulfil a set of criteria which include training in 3 key areas of safety, marine supervision and project management. Other criteria are trade skills certification, work experience, job performance and attitude. CMS applicants are nominated by their companies and approved by a Board whose members include both industry personnel and representatives from other external organisations.
 
CMS Requirements and Application Procedures
 
 
1.       For Whom
 
      The Certified Marine Supervisor (CMS) scheme is intended fro the marine industry’s   
      supervisory personnel at the Supervisor and Foreman levels.
  • Supervisor refers to the individual, also known as chargeman/chargehand and leading a group of workers.
  • Foreman refers to an individual who is in charge of a particular trade job of a project, leading a few Supervisors. 
     
2.       Requirements
 
2.1   General Qualifications
a)       At least two years of continuous service with the company.
b)       Trained in the following three key areas – shipyard safety, marine supervision and marine project      
          management.
c)       Passed the following courses in these areas: -
§  Supervisor Safety Course or Shipyard Safety Instruction Course for Supervisor
§  Marine Supervisory Course or National Certificate in Supervision Course conducted by PSB or other equivalent courses subjected to approval by CMS Board, and
§  Marine Project Management for Supervisor/Manager Course conducted by Ngee Ann Polytechnic or other equivalent courses subjected to approval by CMS Board.
2.2   Trade Qualifications
a)       For Steelwork, Pipework, Mechanical and Electrical Work
§  At least a NTC 2 with two years of relevant supervisory experience as a Supervisor for five years of supervisory experience as a Foreman in marine industry.
b)       For General Support Services
§  At least two CoCs (Certificate of Competency) – combination of Painting and Blasting and Metal Scaffolding or Rigging & Material Handling and Dockside Tower Crane Operation with three years of relevant supervisory experience as a Supervisor or five years of supervisory experience as a Foreman in marine industry.

3.       Company’s Endorsement
 
3.1   Application must be endorsed by his/her respective company who must state reasons for supporting  application in form.
3.2   Apart from meeting general and trade qualifications eligibility CMS candidate must also possess positive  work attitude and conduct, strong leadership ability, good job knowledge and performance, and good safety  records. To assist companies in assessing the suitability of their candidates for qualification as CMS, a  Performance Assessment Guidelines (attached at Annex B) has been prepared.
3.3   Applicant may be required to attend an interview conducted by the CMS Board.
 
 
4.       Application Procedures
 
4.1   Application must be made in the prescribed CMS application form.
4.2   Application forms must be duly completed and signed by applicant and relevant managers of applicant’s  company and endorsed with company stamp.
4.3   All applications must be submitted along with the following required documents.
a)       Summary of applicants’ performance appraisal over the last 3 years.
b)       Brief description of the applicant’s present job responsibilities and duties.
c)       Organisation chart of the applicant’s department/division.
4.4   Supporting documents such as certificates and testimonials must be submitted.
4.5   Applications must reach ASMI Secretariat before the closing date. Late applications or incomplete  applications will not be entertained.
